Vendor inspection, sometimes referred to as Third Party Inspection, covers inspection activities performed at the vendor's workshop for all types of mechanical, electrical, electronic and instrumentation equipment and materials that are purchased by Clients for the Petrochemical, Oil & Gas, Power, Pharmaceutical and Mining industries. |

Northstar is capable of performing inspections for a single order or multiple orders for an entire project. The scope or level of inspection is determined by the Client's requirements which are normally controlled by a Quality Plan. The scope can range from a final inspection to an intensive inspection sequence starting from the pre-production meeting, through identification and inspection of raw materials, inspection at all prescribed hold points, witnessing of all tests, verification of all documentation / certificates and a final release inspection. |

Inspection activities are performed by our qualified/experienced Inspection Engineering staff located at our China networking offices. All Inspection Engineers are qualified in accordance with our Quality Management System and are assessed on an ongoing basis for capability and competency. Our Quality Management System has a direct, positive impact on the quality of the inspection services we provide. |

FIELD & DESK EXPEDITING |

Today, Expediting is an integral part of the procurement process. In the past, Expediting has been considered a corrective function rather than a preventive function. However, as the cost and schedule of projects become increasingly critical, Expediting needs to be incorporated into the project planning at the onset to ensure on schedule delivery of equipment and materials. |

Expediting is a continuous process commencing at the time of purchase order award, that ensures the required goods and documentation are delivered on schedule. Expediting services should be implemented independently of inspection activities and be carried out by experienced professional field expeditors, who have a comprehensive understanding of the goods on order, which enables them to work with the vendor to minimize the time frame for each manufacturing phase. |

Depending on the Client requirements, Expediting services may be ?applied at different stages of the procurement process after the purchase order is awarded, such as fabrication and assembly, material non conformances, failure of a test or inspection, packing and shipment; and submission of documentation. |

TECHNICAL CAPABILITY AUDIT |

Quality Assurance Engineers carry out Pre-Contract Award Surveys, Supplier Evaluations, Third Party Quality Assurance Audits and Vendor Surveillance. |

Northstar has a good relationship with the majority of the Oil & Gas and Petrochemical vendors in China enabling us to conduct pre-contract award surveys by our QA Engineers with regular experience of these vendors. |

This can be a very useful tool for Clients, who are considering placing orders with unfamiliar vendors or who have reservations about placing an order with a vendor based on previous experience. In addition, it may be beneficial, as part of a ¡®Lesson Learned Program¡±, to obtain a full assessment of a vendor, once a problematic order has been completed. |

Supplier Evaluations may include, but not be limited to details of the vendor¡¯s Quality Program, Traceability, Capacity, Current Workload, Manpower, Affiliations, History/Client based, number of personnel and their qualifications. |

PRE-SHIPMENT INSPECTION |
|
| The scope of pre-shipment inspections may include verification of the goods with respect to quality, quantity, export market price, laboratory testing & analysis, import eligibility, labeling, value for customs purposes, depending on the requirements of the Client and/or local jurisdiction. |

|
The quality and quantity inspection may verify the goods conform to the purchase order, the value and customs tariff code are suitable for customs purposes, the packing is satisfactory and loading supervision is provided. |

ASSIGNMENT & REPORTS |

Each Client is assigned a dedicated office-based coordinator, who is responsible for managing all calls and queries received from the Client in a timely and efficient manner. Northstar has an in-house Assignment & Reports system to manage all assignment activities such as issues of assignments, budgetary control, tracking of non-conformances, order status, scheduling of visits and initial contact with the vendor. |

All reports are technically reviewed for completeness and correctness prior to submission to the Client. |
